Little Cherubs

Anyone any ideas about these two little chaps?  (Or chapesses!)  One is sitting on a heart-shaped cushion, and the other is hurrying along with a heart under his/her arm.  The walking one is just passing a milestone which reads 5Km (which I guess makes it a Km stone, but you know what I mean! ::) ) so we know they are not English.  No marks underneath, just a strange rough base and a little hole.

Oh, and before I forget (again! ;) ) they are just 1 and a half inches high!

Again I no nothing about this sort of thing...

...but...

are the holes in the bases common in these sort of miniature? they look like they might have gone onto something.

I was thinking along the lines of cake decoration with a rod to hold them in place, or on the end of a cocktail stick...

Just a random thought.
