It is probably from 1990 since it is marked 90 on base. The mark looks like Ro Scott but can't really make it out.

Hi TC! It could be Rd (abbreviation for Richard) followed by either Scott or Holt (looks more like Scott, though.) Agree re probable date of 1990 - can't find a match anywhere yet though...
