Unknown Vase - perhaps Australian?

I've already talked to some NZ pottery experts about this one and some thought it might be by Luke Adams - however now some think it might be Australian?

Just thought I'd post it up in case anyone can identify what it might be - as its been a mystery to me for about 3 years  :o ;D

Well there is certainly a Scottish link, as the man on horse is in early Scottish costume.
He is wearing a kilt and a Tam o shanta (hat)
