mustard pot with pewter lid

Hi folks, I saw this little mustard pot today and just had to have it, I particularly like the little characters, 1 of them seems to have an itch.

I would appreciate any help with maker, date etc.

There is quite a bit of wear to the base.

Any marks on the base? Looks kind of German

There are no marks on this at all not even on the pewter, the colour is grey and blue, I never seem to be able to set the camera to get the right colour, bring back the brownie box!!!
