Looks like late victorian painted glass vase,very common, made in the UK and across Europe,without marks difficult to say where
from.

The marks are usually numbers which relate to sets or 'garnitures' of vases and tell you where the vase is to be placed,middle right 2 etc..for example.(usually but not always)

The base looks normal but the green bits on the top and middle parts looks like satin glass. Just curious.

Could you get a close up of the bands,some vases were silvered and the silver goes almost black over time although I don't think yours is silver,just blathering now,if you collect glass you should join the Glass Message Board(a close relation of this one!)

Looks more like black enamel paint to me.
